The Administrative Data Research Network is an ESRC-funded project that ran from October 2013 - July 2018. It is currently at the end of its funding cycle and is no longer taking applications. Administrative data research will be taken forward in a new project, to be launched later in 2018.

Developing an analytical approach for assessing the effectiveness of the Flying Start programme: analysis of the health and education impacts of Flying Start

Research overview

This research project will look at the relative outcomes of children who were eligible to receive support from the Welsh Government’s Flying Start programme, using health and education data to compare Flying Start eligible children with otherwise comparable children who were not resident in areas covered by the programme.


Public benefit

This project will help the Welsh Government understand the health and educational impact of the Flying Start programme (including on specific population subgroups where possible). The findings will also be relevant to other research to evaluate area-based initiatives and early intervention to tackle poverty.


More about the project

Flying Start is the Welsh Government’s flagship early years programme for families with children under four years of age living in some of the most disadvantaged areas of Wales.

This research project will look at the relative outcomes of children who were eligible to receive support from the Welsh Government’s Flying Start programme, using health and education data to compare Flying Start eligible children with otherwise comparable children who were not resident in areas covered by the programme.

This research project will assist the Welsh Government in understanding the health and educational impacts of the Flying Start programme. Where possible, impacts on specific population subgroups will be assessed.

The findings of this research project will also be of relevance to other research projects that seek to evaluate the impact of area based initiatives and early intervention tackling poverty programmes.
